Magagula Heights is situated about 35 km south east from Johannesburg in the Metropolitan Municipality Ekurhuleni (EMM) within the Gauteng province in South Africa.
According to the UN „State of the World’s Cities 2008/2009“ – Report South african Cities lead the list of the world’s most unqual cities. The 3 main factors causing segregated lifeworlds and poverty are of course the lagacy of the apartheidsystem and its systematic discrimination of the black majority in every aspect of economic, educational and social life. The second related driver is the spatial impact of the planned exclusion still leaving areas without social infrastructure, adequat housing or transport facilities and the third is the high level of unemployment.
The country is fighting urban fragmentation, sprawl and exklusion with planning instruments like the IDP (Integrated Development Programme) und Development and Housing Programmes as the RDP (Reconstruction and Development Programme, 1994) . But the damand is overchalleging financial and administrative capacaties.
